I'm leaning towards a new random order but wanted to get some additional thoughts on the subject which might sway my opinion.

Random seems the fairest way to do it. I don't think it is a hard argument to make that picking 15 and 16 was more advantageous than picking 1 and 30.

I think the argument against is that the Oakland Indians never got a shot at taking one of the best franchises with the most desirable players but got to take to pretty good franchises.
What if score4 gets the first pick in the LOPD to select the best player after getting the chance to select the best franchise?

You could make it a weighted random order? where last pick of franchise draft has higher chance than first.
Probably would something like top 5 in franchise draft gets 1 name in randomizer, middle 5 gets 2 names in randomizer, and bottom 5 gets 3 names in randomizer.

With the unique-ness of this league I think the only real fair way to do it is to do a new random draft order

I agree that it should be a random draft although I did get 1st choice I also got the team that everybody passed ion

I have a LOPD order set, using an entirely new random order. I'll unlock the LOPD threads so everyone can see the order once the last few keepers are set.
